Not sure what you mean by "it is a program" --- is the file you're trying to access a PRG file?
When you are saying "it simply pulls up the program like it is opening it" -- are you meaning that instead running within a VFP session, the PRG file comes up in a text editor? If this is the case, then perhaps the file associations aren't correct (e.g. extension PRG isn't associated with VFP)
