For you and me setting up and maintaining a new application is a piece of cake, but for new developers getting started there's a learning curve and a gap of basic understanding of the concepts required (COM, COM Interop, IIS Config, etc. etc.). It's not as easy to slap a Web Connection application onto a server. I've tried to make this a lot easier in 6.0 with the new default project templates and scripting but even so you need to know what's what in order to fix if there is a problem.

Honestly, using the FoxInCloud Adaptation Assistant and after attending a 2-day training, an averagely seasoned VFP dev (and almost all are) is 90 % OK on dev., except on intricate stuff (eg a calling modal form with a returned value from an independent procedure) where assistance is needed at first shot. Maybe you noticed that most of the support requests on the forum are either for issues (IOW bugs) or support extension request, which we try to fulfill almost immediately.

Installing a WC/FiC app on IIS lies almost all in the app pool config. Once it's done OK - with the proper account - the rest is a piece of cake, frankly.
One of our clients has installed WC/FiC on 60 clients servers and is still alive...

Probably as the license cost has almost vanished ... Though the cost you mention can easily be marketed / advertised, and very often appear to be much higher than advertised.
