Trump came without coordinating with the state and despite the governor saying he didn't want it. He spent less than a minute unloading playdoh from a truck.
Obama, otoh, made sure the feds quickly coordinated the resources that Louisiana needed and, at the governor's request, stayed away in order not to pull resources away from the rescue efforts. As of the time I'm posting this, the top item in this link makes exactly this point:
