I need to create a calendering object as specified in RFC2445 which by itself is very hard to understand

this creates the following in outlook (see upload)

the time is not 8am as specified in the ics but 3am !!!
also outlook does not ask for accept/deciline as it does with its own event invitations

what a i doing wrong??
