Maybe allies in position to block or never start a proper investigation?

But the circumstances so strongly point to a payoff, that to believe otherwise is just wishful thinking.

You are not very worried about satellites, are you?

Lets put it another way:
The circumstances are screaming guilty to accepting a bribe of some kind.
AND she has never been cleared by any official investigation.

Conclusion: Guilty, but not prosecuted.
