There is no victim - nobody ever said there was a victim.
Nobody ever said or implied the money was stolen.
Let's not change the subject or we are going to be debating the meaning of "is" before long.

Money laundering hides the source and converts it to "clean" taxable money.

She collected a large sum of money from a KNOWN MONEY LAUNDERER.
This is commonly known as a "bribe."
