There is more to it than affirmative action or even capabilities.
Different people have different goals.
Different groups have different tendencies in their likes and dislikes.
You can't force more men to be florists to fill a quota.
You can't force more women to be assembly mechanics to fill a quota.
Been there, done that.
No matter that HR is strongly telling you to be more "diverse" and hire under-represented groups.
Been there done that.
People looking for a job want to do what they want to do, not what you want them to do.
