If you force diversity on the country without any regard to how capable the individual is, you won't wind up with the most qualified person.
But you don't always have to have THE MOST qualified person. In lots of situations, a qualified person will do. Beyond that, there's plenty of evidence that without having to look at people outside whatever the stereotypical mold for a position is, lots of people will simply assume the person who matches that mold is the most qualified.
Given the evidence that diversity makes an organization better, the goal should be to form a diverse team of qualified people.
