Here's the first sentence from your citation:

"Two scholars at the renowned Brookings Institution, Loren Adler and Paul Ginsburg, have published an analysis finding that average premiums in the individual market actually dropped significantly upon implementation of the ACA [Affordable Care Act].

Your author disagrees with this and does a great impression of King Canute, denying the sea of sensible measurement confirming that premium increases are far less after ACA. And while (finally) larger increases similar to those before ACA are expected this time around, experts like Cynthia Cox at Kaiser say that "the factors that are driving premiums to increase in 2017 are one-time factors." Including expiry of government programs to protect insurers and some insurers applying better underwriting now that real life experience is building re the exchanges. Going forward, prices are mostly affected by how many people sign up, especially younger people.

If people need clarity on who to vote for: seek out policies re healthcare cost in the US that is far more than anywhere else in the free world. Why is it so expensive in the US? Vote against whoever proposes caps on fees paid to providers, and hold your nose and vote for whichever candidate commits to reduce the number of times the ticket can be is clipped before the nurse applies the band-aid. That'll also assist with that colossal Medicare deficit that assumes that US price rises cannot be controlled.
"... They ne'er cared for us
yet: suffer us to famish, and their store-houses
crammed with grain; make edicts for usury, to
support usurers; repeal daily any wholesome act
established against the rich, and provide more
piercing statutes daily, to chain up and restrain
the poor. If the wars eat us not up, they will; and
there's all the love they bear us.
"
