It's more difficult to outmaneuver the commander-in-chief than the spouse of the commander-in-chief. ;-) Though even a US President is easily thwarted on most things if Congress or Senate fills with people who think their triumphs consist of how often you stymie others' intentions, whether good or bad for Citizen Riff-Raff.
