Your layout actually assumes that you better have 1 cursor with first two (or other number) records with all fields filled and other 4 records with just 'left' fields filled. So, create and fill such cursor and print it. To get printing 'twice' you can just duplicate records (from 6 to 12), have field 'whatgroup'=1 for first 6 records and =2 for next 6. Then you order cursor by this field and group report form (to place nice group headers) by the same field.
Use report controls toolbar to place boxes on your screen.
There is no limit in regard to data manipulation for VFP Report abilities.
