Calling someone anti-Semitic is an extremely strong accusation. Personally, it's hard for me to say one way or the other.

But Carter has taken some positions that are so anti-Israel (such as saying that Israel’s policies in the West Bank were worse than apartheid, and saying that Israel should recognize Hamas as legitimate group) that I can understand how some would make the argument.
