RAS would let you remotely attach users to your server, subject them to authentication protocols, and then let them log on and map a drive. You can then drag and drop files.

FTP Server Service under NT 4.0 is now part of MS IIS Server. Info is available at www.microsoft.com/infoserv/docs/iisdocs.htm
