I assume he's saying that if there were lots of cases, a lot more people would be getting caught.
FWIW, the focus on in-person voter fraud is silly. If you really want to fix an election, mail-in ballots are a lot easier. But the GOP isn't interested in looking into that because their issue isn't actually fraud; it's reducing the number of people who vote for Democrats. The courts are catching on and throwing the book at the states that are making it hard to vote.
