I did, but you drew up a relation between the budget and electing a proper candidate. So tell me how is your budget constraining the election of a proper candidate?

Again, you're assuming that you need money to do that, which isn't the case. The effort should be making it cheaper and better, not more expensive and better.
It is about choices... but if someone suggest looking at system in other countries (which by definition are socialistic systems), people in the US get an allergy attaque. The problem is political, not money.
