PC Bluetooth shows the device but not connecting

One more thing I notices, when I turn on the Bluetooth headset it says "Bluetooth is connected" So it must be connecting to the PC. Yet, I don't see on the PC where I can select to send the sound to the Bluetooth or the speaker. When I am connecting another Bluetooth headset to the iPad, I see this option in all apps that have sound.
