PC Bluetooth shows the device but not connecting

I selected to Turn Off This Device, when looking at the Bluetooth. Now I can't find it at all. I go to the Control Panel, Devices and Printers and I don't see the Bluetooth.

UPDATE. Just went to Computer -> Manage Devices and Enabled it. Now I see it but still no sound.
