PC Bluetooth shows the device but not connecting

Hmm, could be a red herring in your case. The generic name "Headset" is used to refer to a 1/8 inch audio output jack; if no headset is connected to that jack it's shown as down/not available.

If your Bluetooth headset is at all recent, and properly connected/installed to your computer I'd expect it to show up by name in Device Manager. Click on View...Devices by connection, then search for your audio controller. My system is shown in the attached image, it shows "Speakers (High Definition Audio Device)" is connected.

It should also show by name in Control Panel...Sound (not just the generic name as explained above).

In addition to making a physical network connection via Bluetooth, your headset may require software drivers to be installed on Windows.
