Just for reference commercial for TV means running in a commercial context - not just when selling items. If you're using it as part of your business you need a license.

All that said, the flat fee pricing - even though pricey up front - is actually a good deal. You'd pay that amount in a few months with other solutions and after that you're free to go. I think the way the licensing works only the host needs a license and you can create custom branded version of TV that your users can download and run.
