Part of "The Great Compromise" which allowed the Constitution to be accepted. Along with a two-body legislature - one by state and one by population - it helpsgive a voice to the interests of the small states which otherwise would be voiceless in the face of the overwhelming population differences between large and small states. I support this concept but I think winner takes all is outmoded. I would prefer something where the winner in each congressional district gets that electoral vote and the winner of the state gets the two senatorial electors.

Had an interesting discussion with a co-worker the other day. His point is that the bi-caramel legislature offers sufficient protection and the President should be elected strictly by popular vote. I may have to change my mind.
