If it's guaranteed that the recipient can receive and display HTML e-mails then your idea should be fine. However, some recipients have that feature disabled i.e. they receive messages as plain text. That's a security feature to prevent malformed HTML e-mails from attempting to exploit the e-mail client's HTML rendering engine.

If there's a chance the recipient is text-only then a PDF attachment is probably the best way to go.
