Indeed it does.
Mattis is a retired marine general - a civillian.
Many defense secretaries have been ex-servicemen- Chuch Hagel, appointed by Obama, is a decorated Vietnam vet.
Donald Rumsfeld flew jets in Vietnam.

Would you rather have a draft dodger like Dick Cheney- Secretary of Defense under GHW Bush?
