Yes, he did. By definition, I don't see how anybody can reasonably claim otherwise.
WRT elections: define:mandate = "the authority to carry out a policy, regarded as given by the electorate to a party or candidate that wins an election."
Mandate is like winning the big game. It's a done deal and people who respect the rules/law of the land, ought not to be dredging up wrong cartograms or statistics to undermine those rules/laws with false narratives.
