There's the devil in the details again. Barring behavioral issues? That's there because customers ought not to create a behavioral spectacle that offends the business or other customers. Whether it be vomiting drunkenness or deliberately provocative camp behavior while the Imam is in the shop, the customer doesn't get a free pass to do whatever they like or it's discrimination. Which is why I posted that "only gay in the village" lampoon: nobody cares that Daffyd is gay, in fact we learn later on that there's a lot of gay people in the village including the barkeeper who is lesbian- but Daffyd still manages to contrive anti-gay bias every episode. The message is that Daffyd is creating his own huge spectacle rather than just enjoying a drink like all the other gays and non-gays. Where it turns really nasty is if Daffyds start systematically targeting and destroying businesses on the grounds that they were so awful to him. That's what Pence is reacting to AFAICS.
