Just poked at the Wikipedia page for the Fort Hood case, since I wasn't sure which incident there you were talking about (I have a vague memory of there being two), and I hadn't thought about the original one in a long time.

Based on what I see, that one seems workplace violence.

I'll flip the question. How would you characterize the Charleston shootings, for which Dylann Roof is now on trial? Terrorism or not?
