Second, voting machines don't actually have to be hooked up to the Internet to be hacked. The equivalent of Sneakernet works. Specifically, for DRE machines, before the election, some kind of external medium (SD card, flash drive, ...) is connected to the machine in order to set up the ballot. So, if one could get access to the machine used to prepare that external medium, one could hack the DRE machines for a whole county.
