Not aware of anything in VFP that does this, so my bet would be on some OS-setting.
In my plain vanilla Windows 10, it behaves as expected (Fig. 1). The only circumstance that makes VFP to not align the popup to the left edge of the menu label, is when there no space left on the screen (not the VFP's screen, but the PC's screen) to completely display the popup. Even in such cases, it moves the popup just what it's needed, and does not change the alignment (Fig. 2).
