Nope. There is a spectrum of "Free Speech" definitions and utterings outside of it are generally grounds for conviction.
US gives more carte blanche to media than on the old continent (exceptions exist) while there are often more attempts to regulate "Free Speech" opportunities in more totalitarian govs.
In my country (in part from historic reasons) hate speech is more frowned upon from gov side, leading sometimes to discussions with US social media corporations or trials before court against perps.

There also is a flip side to your system: personal privacy will be breached more often on your side (for instance targeting sexual partners), which IMO should not be a matter of public scrutiny unless the specific person argues in public for behaviour (esp if to be codified in law) and transgressing in private.
