If I understand the requirement correctly, that's exactly what footnotes are for. Footnotes:
* Will print on the same page, if they fit; otherwise on the next page (i.e., if the referencing text is too far down).
* Will automatically renumber if you add or delete footnotes (by default - you can also use custom marks)
