Though he did advise that the only way to exclude cyberattack is to call for recounts. The problem with that, is the awful precedent: that the losing side calls for infinite recounts and challenges to distract the winner and undermine democracy. I agree 100% with HRC that refusing to accept the result without compelling evidence, does undermine democracy. You might want to read the actual judgments in all 3 states where recounts were attempted, since the MSM seems disinterested in conveying the judicial sentiment about Saint Stein's manoevering.
