Not entirely. The 1% has different insurers from you and now their own security forces to patrol their private kingdoms that you need a visa/pass to enter. Whether there are or the quality of socialist services for the outer plebs, is of no great moment, especially if the Lords can find a way to trim some more of it for their deserving selves.
