The Oracle forums now has a better set of categories, more along other database forums there is on the Universal Thread. Also, when that forum was initially created, it was during at time where users had to opt-in by themselves. While doing this operation today, as only a small amount of users had it in their profile, it was also added to those who did not have it in their list of forums for participations.

As usual, the forum management can be adjusted in Account\Forums if you wish to simply check it out.
