You could consider bringing back a "General Interest" forum (if you don't want to call it "Chatter"), BUT with only targeted/narrowly-focused subcategories.

I like Thomas's idea, maybe create a "New Technology" or "Technical Articles" subcategory.

There used to be some very interesting and useful threads under "Business", I don't know how that would fit in the current technical forums; it might be a better fit under a "General Interest" forum.

Yes, it's entirely possible people could create off-topic threads under some such forum. But there's nothing stopping them from doing that now under VFP Chatter or any other forum, for that matter. Having narrowly-focused subcategories should help keep them self-policing. You could specifically exclude subcategories such as Politics, Religion, Misc or anything else which might encourage content you don't want on this site.
