Jim,
the thing with the dot matrix paper length may be a hardware detection of the page length. Some Dot matrix machines I dealt with in the past had the as a configuration option. In most cases you could send an initialization string to the printer to turn that off. In some cases it had a hardware switch to be adjusted.

At the customer site I have setup the Dot Matrix to use a Custom size layout, but it still wants to feed the next form through the printer halfway (thinking it's 11 inches). Do I need to remove the printer driver info (DEVICE=HPLaser Jet, PAPERSIZE=1) from the .FRX as it is referring to my HP laserjet?
