The ability to block members is not carried out to additional sites. This setting is site related. And, this would only work BTW if the user uses the site, which does not apply to users you might have blocked on another site, in this case Universal Thread. Content is site specific. Private messages, however, are visible from any site. In other words, you may block members in this site only if they use this site.

Thus, you would not be able to see and select them from any list if they are not on the site you are currently using.
