There are two levels of that program. One is already part of our hosting center documentation into which we execute specific steps to disable that. This is in reference to the visual notification, appearing in tools such as SSMS and usually triggered by a RDP session. We usually click once one "No, I don't want to participate" and that is it. In this case, this is a more robust level, working in transparency. The only way I was able to detect it was when analyzing the Event Viewer log.

And, then, following your reference, I was able to find there is another occurance of that service, showing in Server Manager, in Properties in Customer Experience Improvement Program. I disabled it there as well.
