2 devs is too low IMHO. A lot depends on the size of each file, the granularity of those and the amount of each work done by different devs for each project. Assigning groups of 2 or 3 to for each project results in nearly the same ease of work than having only 2 devs ;-)

Most problematic is of course develpment of common / fwk classes. Not giving everybody access to those files can be helpful if developer quality is not on the same level ;-)
