This was an example on how to use this ChrTran() conversion in a SQL select so you can get specific records which might not have the same ASCII character as the one you would like to search. So, there is an auto conversion to achieve that. This was initially an approach used at the Web site to find records having French characters, among many, also included in the SQL result.
