It's a problem with Excel, that it doesn't give you the option, when exporting into csv, to pick a codepage. LibreOffice does, so perhaps download and install that. It's been some thirteen years since I last had M$ Office on my machine (and even then it was because of a client, who was supposed to pay for that) - it keeps adding features I don't need and removing the ones I do.
