On startup of the exe, none of the config.fpw lines except title= are effective. I'll try this on a maching that does not have VFP later tonight and let you know. I have to go out now.

Installed .exe on another machine, that does not have VFP installed. Same result. Initial screen with FoxPro icon appears briefly, with title *testing*, (from config.fpw line 2 which is TITLE=*testing*. First line which is _SCREEN.Visible=.F. does not suppress screen as I expected. Other line 1 that I have tried so far are: _SCREEN=OFF, SCREEN=OFF, _SCREEN.WindowState=2 and COMMAND=*_SCREEN.Visible=.f.*
Do these appear to be viable syntax to you ? Shouldn't this supress the initial screen ? Is this what you are calling the *Splash* screen ? (I think of the splash screen as the Graphic VFP Copyright screen)
