From the prescriber's POV: sometimes it's easier to shrug and prescribe than to risk a publicity/lawyer furor from a spurned prescription addict. Illegal, but physicians are human too.

FWIW, opiods are mostly out of patent and very easy/cheap to make- as little as a few cents per dose, though big Pharma will know how to upsize that to a more impressive price. ;-) And prescription addiction avoids the cleanliness/crime association/cost of the illicit trade.
