I know you have several suggestions and somebody has suggested VueJS which is my choice currently. But if the site is really static just plain html, javascript, and css works. If you are using the site to gather some data - all of the frameworks work very well. I'd stay away from WordPress - it's hacked almost daily. Most of the hacks come via the plugins but even the core is hacked often.
