I tested this by starting the app on my machine and then trying to start it again on the same machine.
When I tried to start the second instance, I got the message that the app was in use, which is exactly what I wanted.

A couple of times, though, something weird happened.
When the app runs - about 3 minutes-, it displays a win form saying that a long process is running.
When I tried to start the second instance, the win form of the first instance said "Not responding"
The first app eventually completed, though.
It did that a few times and never did it again.
Anyone who does not go overboard- deserves to.
