THere is probably a cleaner way, but you can check:

HKEY_CLASSES_ROOT\mailto\shell\open\command

On my machine this value holds

"C:\PROGRAM FILES\OUTLOOK EXPRESS\MSIMN.EXE" /mailurl:%1"

The shell command is what executes when a user clicks a mailto link.
