The attached VFP9ENU.dll is numbered 5815 and dated of Oct. 15th, 2007, the day before launching of SP2 (see Details here: http://www.microsoft.com/en-us/download/details.aspx?id=13959). So, if you have SP2 installed, then you should have ENU (and other language dependent DLLs) with that number and date.

When I need a new VFP installation - that is, when I get a new computer - I always install the original CD, then SP2, then GDIPlusX security patch, and finally hotfix 3. I think that is all, but I could try to recreate on a VM.
