a few stabs in the dark:
Perhaps it found a different copy elsewhere on your system? Might want to check to see if there is more than one copy somewhere.
Similarly, you might want to double-check the folders listed in the PATH environment variable, sometimes I've seen weird behavior in programs when a nonexistent folder is listed in the PATH.
Another thing you might want to check -- especially if you downloaded something from the Internet. Sometimes that alternate data stream that gets added causes problems with executables depending on local policies. Right-click on file in question, then select Properties, look on the General tab and se if there's any note about a Security item (following the DOS attributes near the bottom)
