What I am saying is this represents a reality, in many cases. Yes, you are right. When it gets to summer time, mostly, it gets very difficult to move on into projects as the availability of key players, which tend to be the ones authorized to sign and/or approve things, are just not there. And, yes, policies, maybe too much, in many cases, could also be a factor. Basically, many lives that detailed scenario you mentioned. That's why I mention it is useful, as far as information goes, as sometimes, someone may be in such situation, and would think he did something wrong. And, that would be, of course, not the case.
