There's a NOLOCK option in the screen designer. I think it's found by clicking on the "More..." button before you actually edit the screen. By default the current record will be locked - which is normally OK for a single user system.

The other possibility is that the user opens the application twice!

FWIW, I never design a "single user" system. I always write the code for multi-user.
