As if whoever visits the server has no better thing to do but to manage the server. It's a server, it's not a machine for any kind of use - you don't use it ever, you only manage it. To make things worse, on many machines it's so slow to load all the modules, sorry, plugins, ooops, snap-ins, and then even slower to kill them off when you close the beast.
This is for Windows Server 2012. I cannot tell for newer versions.
IAC, on Windows Server 2012, the following steps may be used:
1. Click on Manage
2. Click on Server Manager Properties
3. Check "Do not start Server Manager automatically at logon"
4. Click OK
But, the situation remains that it overwrites that setting on occasional basis.
