Of course they're not actually "cuts" as that term is understood, but it's a distraction. The death knell for Obamacare is simple enough: it's not the need for additional (and yes, I mean "additional" in the traditional sense of the word) subsidies.

It's simply that you can't have guaranteed coverage unless you've got strongly embedded individual mandate. In the Obamacare era, individual mandate has too many exceptions and is easily jilted.

If this split were permitted in other forms of insurance, there would be no need to insure your property or home. Simply wait until you are burgled or burned out, then pay a one-off premium to access guaranteed coverage and payout far in excess of your contribution. How long would a scheme like that last?
